- Water Resources Engineer
Description
Reporting to the Manager of Development Engineering, the Water Resources Engineer is responsible for providing professional expertise in the engineering review of subdivision applications, site plan applications, erosion and sediment control plans, functional servicing plans, watershed plans, and other development applications and capital projects. In addition, this position is accountable for project management in support of the planning, assessment, design and implementation of capital projects related to stormwater management facilities, overland flow routes, low impact developments and watershed management planning.
Job Duties Include
The following responsibilities and duties of this position includes but are not limited to:
- Provide technical expertise in stormwater management, watershed and sewershed planning, and environmental assessments.
- Develop and implement the Town’s Stormwater Sustainability Plan, including longterm infrastructure, maintenance, and funding strategies.
- Oversee inspection, monitoring, and maintenance of stormwater facilities and storm sewer systems in compliance with Ministry of the Environment, Conservation and Parks requirements.
- Review development applications and prepare stormwater management comments and approvals.
- Plan, prioritize, budget, design, and deliver stormwater capital projects, including Environmental Assessments, cost estimates, and tender documents.
- Coordinate with internal departments, external agencies, consultants, and the development community to ensure regulatory compliance and project delivery.
- Advance Low Impact Development (LID) initiatives through municipal and private development projects.
- Prepare reports and presentations for Council and Committees, and respond to public, staff, and Council inquiries.
Requirements
- University degree in Civil, Water Resources, or Environmental Engineering, or an equivalent combination of education, training, and experience.
- Minimum 5 years of progressively responsible experience in project management, design, drafting, and technical working drawings for construction tenders, design and technical review of development and municipal infrastructure projects, contract administration, construction inspection, budget preparation and management, customer service.
- Licensed Professional Engineer (P.Eng.) with Professional Engineers Ontario.
- Strong technical expertise in hydraulics, hydrology, stormwater management, and watershedlevel modeling, with thorough knowledge of municipal engineering standards and practices.
- Demonstrated experience reviewing and approving detailed engineering designs for compliance with municipal standards and best engineering practices.
- Thorough knowledge of all relevant Federal and Provincial legislation including the Occupation Health and Safety Act, municipal by-laws and applicable policies and procedures including but limited to Environmental Assessment Act, Ministry of the Environment and Climate Change Stormwater Management Bests Management Practices Manual, Lakes and Rivers
- Improvement Act, Ontario Water Resources Acts, Environmental Protection Act and Federal Fisheries Act.
- Excellent communication, organization, and project management skills, with the ability to prepare reports and present to Council and the public.
- Valid Ontario Class G driver’s license.
- If hired, ability to provide a current (within 6 months) criminal record check that is satisfactory to the Town.
Nice to Have
- Project Management Professional (PMP) designation and/ or specialized training in project management, construction law, tendering practices and budget management is considered an asset.
- Canadian Certified Inspector of Sediment and Erosion Control (CAN-CISEC) designation considered an asset.
- Knowledge and experience using PC SWMM, HEC-RAS, Visual OTTHYMO hydrologic and hydraulic models.
What is Offered to Staff
- Compensation: $91,673 - $97,006 per year
Hours of Work: This is a unionized position that works 35 hours per week. The hours of work are Monday to Friday from 8:30 a.m. to 4:30 p.m. This position offers the option to work from home, to be discussed during the interview process.
