The Durham Regional Police Service (DRPS) has served a rapidly growing and diverse community for over 50 years. Today, the Service includes more than 1,200 sworn officers and 400 civilian members and supports a population of over 750,000 residents across the largest geographic area in the Greater Toronto Area. Committed to delivering modern, community-focused policing, DRPS has embarked on an exciting period of growth and investment to revitalize and expand its physical infrastructure. It is within this context that DRPS is seeking its first Manager, Capital Projects. This is a rare opportunity to shape the Capital project delivery model for a growing police service and help build the facilities infrastructure needed to support frontline service delivery across Durham Region.
Reporting to the Director of Facilities, the Manager provides strategic leadership and oversight for DRPS’s complex, high-value capital projects, leading the full project lifecycle from planning and design through procurement, construction, commissioning and handover. Leading multidisciplinary teams and external partners, the Manager ensures projects are delivered on time, on budget and in compliance with technical, financial, safety and regulatory requirements. The role also leads long-range capital planning, building condition assessments and the development of consistent project management practices, while advancing sustainable design, energy efficiency and innovative technologies.
As an ideal candidate, you have a university degree in Facility Management, Engineering or a related field and at least 10 years of relevant experience in capital project delivery, facilities operations and complex institutional or public-sector environments, including five years in a leadership role. You bring demonstrated success delivering large, complex capital projects and possess strong business and financial acumen, complemented by expertise in capital planning, procurement, contract administration, project governance and vendor management. You understand how to establish strong relationships with consultants, contractors and vendors while driving accountability, value and performance.

You are a creative and pragmatic problem solver with the courage and conviction to challenge the status quo, make difficult decisions and pursue better ways of working. A natural builder, you develop high-performing teams and establish the processes, systems and infrastructure required to strengthen organizational capability and support sustained growth. You bring sound judgement and commercial discipline, balancing competing priorities and immediate demands without losing sight of longer-term objectives.
A skilled communicator, negotiator and people leader, you provide trusted advice to senior leadership and build strong relationships across a complex stakeholder environment. Experience in police, government or unionized environments, knowledge of relevant municipal or construction legislation, ERP or asset management systems, and related post-graduate studies are considered assets. An Ontario Professional Engineer (P.Eng.) designation is highly desirable.
